Providing you have OFB, which you do. You'll come across problems with following the following tutorial with neighbourhoods with Apartments in them. You have to move all the Apartment living Sims out first. Also, you need SimPE, and I think you will not understand it very well right now, so attempt the tutorial at your own risk. Make backups of your neighbourhood before doing it.
